The Chief Minister, Khyber Pakhtunkhwa, Mahmood Khan presided over a meeting of the provincial cabinet on Tuesday that approved the absorbtion of Khasadar and Levy forces into the regular police force. Provincial cabinet members, Chief Secretary, Additional Chief Secretary, IGP and administrative secretaries attended the cabinet meeting.
The cabinet taking for debate (12) points agenda for detailed deliberations and decision-making, made Khasadar and Levy to be permanently absorbed into police force and would avail all fringe benefits, associated with the regular police force. The Chief Minister Mahmood Khan said that his government enacted the new law for the absorbtion/merger of Khasadar force levies into regular police including the special police force to be permanent personnel of the regular police adding that it was the promise of his government made and by the Grace of AllahAlmighty we turned up triumphant. It was his resolute commitment not to render anyone unemployed but their employment if temporarily even, would be legally regularized that his government today undertaken necessary enactment at the highest form of the provincial cabinet, he added. He argued that the newly regularized personnel of the regular police which were earlier known as Levies and Khasadar force etc would be permanently regular personnel and would be entitled for all fringe benefits allowed to the regular police service. He was especially particular in appreciating the special police force for having a dynamic role in the fight against terrorism and added that their contributions legalized everything and every facility to be given to them presently availed by the regular police. His government made a merit based decisions for induction of special police force into regular police, he added.
Briefing the mediamen, after the conclusion of cabinet proceedings for decision making process, the Provincial Minister for Information, Shaukat Yousafzai confirmed that the cabinet of the province approved the Levies Force and Khasadar Force along with Special Police Force Service Acts-2019 of the Police Force Regularization into the regular police. This approval would make all those officials recruited either under contractual arrangements or fixed pay, regular police personnel on permanent basis. Under the law, all those personnel working from 1st August 2019 would become permanent personnel of police under the new law, he added.
The cabinet made 12 decisions that included the provision of compensation to the affectees of Kanday Road accident in Upper Kohistan. The compensation of Rs.5 lac for dead and Rs.1 lac for injured would be extended to 25 dead and 8 injured that would cost Rs.1 core 17 lac that the cabinet unanimously agreed to.
The cabinet also approved the rules under Khyber Pakhtunkhwa Finance Act 2013 in respect of Khyber Pakhtunkhwa Sales Tax online services (Audit Rules 2019). This decision will make the IT based new system totally transparent for the sale tax (audit) throughout the province. Under the same arrangements another decision was made by the cabinet, KPRA will follow the FBR recovery rules temporarily in view of the non-existence of Tax Recovery under the KP Finance Act 2013. This will improve the sales tax recovery system in the province.
The provincial cabinet also agreed to the grant of Rs. 405.229 million as a payment to the acquisition of 50 kanal of land for the establishment of training centre for special levy police in Sarai Naurang District Lakki Marwat for police 1994 under the verdict of Peshawar High Court.
The cabinet also approved relaxation in the relevant rules for the purchase of contraceptive medicines. The cabinet also approved the board for environment improvement fund to be chaired by Secretary Environment with other members such as secretaries of Finance, Planning and Development, Local Government, Industries and Social Welfare.
Representation will also be given to the chamber of commerce, Sarhad Rural Program and Environment Protection Agency. This mechanism is aimed at bringing institutionalized improvement in the protection of environment and environment related issues.
The cabinet also approved Khyber Pakhtunkhwa Vagrancy Restraint Act 2019. The new legislation is aimed at curative steps for the rehabilitation of beggary, their proper look after and making them useful citizen of the society.
The cabinet also Okayed some necessary amendments of technical nature in Khyber Pakhtunkhwa Local Government Act 2013 transferring the entities such as Galyat Development Authority and Kaghan Development Authority from Local Government department to Tourism department.
