Chief Minister Khyber Pakhtunkhwa Mahmood Khan has in principle agreed to the proposed draft of local government structure in theProvince of Khyber Pakhtunkhwa. “The Khyber Pakhtunkhwa Local Government Model is more suitable and applicable for efficient governance at the lowest tier of service delivery”, he added.
He was presiding over a high level meeting to review the proposed local government act at his office in CM Secretariat Peshawar. Minister for Information Shaukat Yousafzai, Minister for Finance Taimur Saleem Jhagra, Minister for Local Government Shahram Khan Tarakai, Principal Secretary to CM Muhammad Israr, Special Secretary to CM Muhammad Khaliq, Secretary Law, Secretary Local government and other relevant officials attended the meeting. The meeting was briefed about the proposed local government act, the amendments proposed in it, the constitution of the ratio neighborhood council, the councilors, the village and neighborhood councilors, the mechanism and the allied reforms for the elections under the timelines. It also reviewed the local government structures of Khyber Pakhtunkhwa and Punjab in order to bring uniformity to the system of governance at local level.
Chief Minister said that the reforms agenda was designed for bringing more effectiveness to the local governance system in the province that will be a way forward for durability and strengthening of institutions at lowest tier of governance to address to the people’s issues at their door step. PTI had a manifesto and its leadership has the vision to implement the parties manifesto. In the previous rule in the province it delivered and therefore the people voted PTI again to power, he added.
Expressing satisfaction over the proposed structure of local government, the Chief Minister directed for clarity between Tehsil and Tehsil council so that there is no overlapping in the functions and responsibilities. He also directed for a systematic mechanism for the elections of Tehsil members. The collective aim is to install an efficient governance structure at local level in order to resolve the people grievances effectively at their door step, he added.
Mahmood Khan highlighted the philosophy behind the local government system adding that the local government system was an effort to enable the people to formulate their own developmental strategy and more it was a participatory approach for the peoples welfare and policy formulation. The meeting was informed that the ratio of village councilors in all districts including the merged ones was 86% and the neighborhood councilors ratios was 14%. Peshawar had been divided into two urban and rural Tehsil which was endorsed at the occasion. The meeting also agreed to the timelines for the reforms and holding of local government elections. The draft was ready which was being examined after which it would be brought to the forum of provincial cabinet towards the end of February for approval. Under the new law, the elections rules would be framed in the middle of March and the election commission would start delimitation in April. The meeting agreed to the proposal for a phase wise local body elections in the province.
Chief Minister Khyber Pakhtunkhwa Mahmood Khan had a surprise visit of the different construction work on BRT corridor. Provincial Minister for Information Shaukat Yousafzai also accompanied him during his visit. The Chief Minister reviewed the construction work at different construction sites of the corridor and met with the labourers and people. He directed for the accelerated completion of the corridor and the quality of work should be ensured. He would keep on visiting the corridor and would hold meetings twice in a week. The project should be completed within timeline. He was aware of the people hardships therefore any delay in this regard was intolerable and strict action would be taken against all those causing delay.
Chief Minister warned against any delay in the time tag for completion of Peshawar Rapid Bus Transit. The whole project should see the light of the day within March. Any delay on the part of both the public sector entity and the contractors would trigger severe punishment, he further warned.
Mahmood Khan directed the participants that it is a project of unique nature having multiple and additional features, therefore, it is the third generation efficient transport project giving one solution to all traffic congestion to the whole of Peshawar. He said that he would never allow even a margin of delay any further. The time tag have already been settled, the import of buses is round the corner, all preparations already completed and he would hate to listen any delay in the total operationalization of the Bus Rapid Transit Peshawar. He was mindful of the hardships, the people of Peshawar suffered and he was equally aware of the bottlenecks in the project. The government has from time to time taken curative measures to address all issues. We have reached a point where we would not allow even a slight error causing delay because the ultimate aim is to give efficient commuting facilities to the whole of Peshawar city. The government had opted for the international bidding of the project and that was facilitated in order to ensure the unhindered continuation of work and timely completion of the project. He warned that if the deadline was not met, he would have no other option but to give proper punishment to the government’s officials and even to blacklist the companies and the contractors. He directed for round the clock monitoring and supervision of the construction work for the timely completion of the project.
Chief Minister Khyber Pakhtunkhwa Mahmood Khan had a surprise visit of the Pabbi Hospital Nowshera to personally check the treatment being given to the patient in the hospital. He was accompanied by the Provincial Minister for Information Shaukat Yousafzai during his surprising visit. During his visit the Chief Minister checked the rostrum, the duties of doctors and other staff and the healthcare facilities being extended to the patients.
The Chief Minister also enquired after the health of the patients and made queries with them about the treatment. He also listened to the attendants of the patients and issued on spot directives for resolving the complaints. He expressed his anguish over the in-hygenic and in-cleanliness condition in the hospital and directed to ensure cleanliness and hygienic condition.
Mahmood Khan during his visit to the Pabbi Hospital advised the doctors and medical staff to show their dedication, sincerity and commitment to the cause of ailing humanity. The administration of the hospital should ensure the availability of medicines in the hospitals. He said that the medical was a noble profession dealing with the ailing humanity. The doctors are the Maseaha and they should extend all possible treatment to the patients like Maseaha. The present government would continue to focus on the health sector upgrading the facilities and facilitating the poor segment of the society through provision of efficient healthcare facilities in the public run hospitals. He advised the doctors to ensure quality healthcare. The government would continue providing resources to ensure the availability of medicines for the benefit of the poor. He said that he would keep on having surprise visits to hospitals and other institutions to sensitize them for the benefit of people.
The Chief Minister’s surprise visit was kept secret to the extent that there was neither security cover nor any security personnel informed.
