Peshawar: Caretaker Chief Minister Khyber Pakhtunkhwa Former Justice Dost Muhammad Khan took serious notice of the mismanagement, weak systems of monitoring and protection of women in shelter homes in the province. He directed to provide full protection, hygienic food, quality education & training and free treatment along with other necessities of life to the helpless women. He directed to complete SOPs without any delay and replace the male staff with female staff in the shelter houses. He stressed for making these shelter houses well functional and take them back from the local government department under the relevant rules and regulations. He also formed a high level committee consisting of four members and hinted to take a final decision in the next cabinet meeting.
He was chairing a meeting in Chief Minister Secretariat Peshawar. Secretary Social Welfare gave detailed briefing regarding women’s shelter houses and informed him about their problems. Caretaker Minister Sara Safdar, Principal Secretary to CM Akbar Khan, Deputy Commissioner Peshawar and other relevant officers attended the meeting.
Caretaker Chief Minister directed to provide full protection to the helpless women residing in the shelter houses and effectively monitor the working of the institutions. He warned against any compromise on Women protection. He, while banning male entry into shelter houses, directed that from security guard to the director the whole system should consist of women. The services of lady constable should be hired as guard. He directed to provide clean and peaceful environment to the suffering women and helpless girls and said that if these women had an alternatives, they would have never lived in these shelter houses. Women should be given that status which has been given them by Islam. He said that the helpless women need more education. He said that community based organization should be fully functional. If the government spend resources then the desired results should also be visible.
Former Justice Dost Muhammad Khan stressed to functionalize the shelter houses under the rules of business and identify permanent responsibilities running these centers. For this purpose shelter houses should be taken back from local government which will be decided in the next cabinet meeting. He said that an ordinance will be promulgated if needed. He declared that it is a very serious issue which cannot be ignored. Protection of helpless women and provision of basic facilities to them is a constitutional responsibility which should be performed with honesty.
Secretary Social Welfare briefed the caretaker Chief Minister that overall six shelter houses are functionalized in Abbottabad, Mardan, Swat, Haripur, Mansehra and Peshawar. While in Chitral and Bannu two shelter houses are under construction. Food, clothes, medical facilities through referral, religious education and professional training are provided in these shelter houses. This time overall 242 women and children are getting benefits in various shelter houses.
Caretaker Chief Minister Khyber Pakhtunkhwa Former Justice Dost Muhammad Khan has warned against mis-governance attributing it to the injustice, exploitation, wastage of resources and piling up the problems of the hapless people leading to societal degradation adding that his government would leave behind principal guidelines for good governance in the province. The burn center is needed in Peshawar on emergency basis in order to give prompt treatment to the victims. It is strange to see the astronomical spending but with no fruit at the end. The public interest should be supreme and everybody should take care of this.
He was chairing a meeting in CM Secretariat Peshawar. Caretaker Provincial Ministers Abdur Rauf Khattak, Akbar Jan Marwat, Dr. Daud, Administrative secretaries of relevant department and other high level officers attended the meeting.
He stressed for the systematic population control that could be achieved through education, raising the awareness level and proper training. To achieve this end, the policy formulators and executors would have to work on multiple dimensions with special focus on reducing the mortality rate.
A mismatch between the planning and execution agencies would resultantly lead to the wastage of resources and time therefore the patients would be at the receiving end. The timely execution supported by the supply of equipments and necessary pre-requisites would stop the wastage of resources.
He said had these projects been completed on time, it would certainly have gone in the support of the previous government.
He said the centralization of facilities unnecessarily creates congestion and the people suffer at the end of the day. Upgradation of facilities is necessary but it does not mean concentration of these facilities in one city. The best solution is the decentralization of facilities so that these are availed by the people at their door step.
Caretaker Chief Minister directed for the optimum utilization of newly constructed house in the public interests and makes effective coordination among the relevant departments in the province and said that immediate relief to the people should be the priority. He directed to start performance audit system in the medical colleges and hospitals and functionalize the burn center as soon as possible and said that in view of the problems of the poor people and the result oriented utilization of governmental resources should be ensured.
Caretaker Chief Minister directed that the newly constructed buildings should be handed over to the relevant departments so that these could be made functional without any delay. He stressed to make the construction projects durable and complete in all aspects. The overall performance of the relevant company should be taken into consideration before giving them the contracts.
The Caretaker Chief Minister directed to provide medical facilities to the poor people at local level and upgrade the standard of districts level medical institutes in order to reduce the rush on big hospitals and monitor the referral system regularly. He had already issued instructions against unnecessary referral. He suggested to convert the basic health centers into family units so that rural urban migration could be reduced. He said that increasing population, pollution and burden on teaching hospitals in the big cities is a serious issue which need a long term efficient and effective policy.
The Caretaker setup has limited time and limited authority however thee caretaker government wants to give an implementable guidelines to the coming government. He declared that most of the population live in rural areas. People are compelled to migrate to big cities for education, health and other facilities. An effective system at local level is necessary to discourage this tendency.
